The following Retention Initiatives have been proposed and completed during the 2014-2018 period by community networks in different regions of Quebec, and financed through the Dialogue Æ»¹ûÒùԺ’s Retention Incentives ProgramÌýÌý

Region 03: Capitale-Nationale

Jeffery Hale Community

Partners in action for retention and accessibility

Project Length: 2014-2018

The Jeffery Hale–Saint Brigid’s Hospital is a health and social services institution and a pillar of the community in the greater Quebec City area. In partnership with this designated institution, the Jeffery Hale Community Partners wish to establish a program recognized as a best practice in health and social services and adapt it to the reality in our region: the M.I.S.S.I.V.E program of the Donald Berman Maimonides Geriatric Centre in Montreal. This adapted program will be offered to young English-speaking students in the region looking to make a career in health and social services. It will give them positive, realistic and hands-on experience, and familiarize them with a place where they can have a bilingual career without having to travel outside the region. Healthcare professionals will be called on to share their daily work with motivated students who will be supervised by a mentor with clinical skills. The skills the students develop will be based on the knowledge needed for a career in health and social services.

The process of welcoming and orienting new employees, interns and volunteers at the designated establishment will also be reviewed and improved to better meet their needs. Particular attention will be paid to providing care and services that are linguistically and culturally adapted to the English-language community in the region, which is known for its diversity. This project would allow us to assess the benefits of linguistically and culturally adapted services in terms of safety, quality of care and accessibility of English-language services.

Taking Action on Cultural and Linguistic Compentence in Health

[Special Project]

Project Length: 2015-2017

The project targets the development of training in relation to communication concepts and strategies in an intercultural context. It is intended for health and social services stakeholders and professionals working with English-speaking clients. This training will aim to better equip network stakeholders so that they can safely and effectively respond to the needs of service users and their families while they are receiving care.Ìý The project includes developing a tool to measure the client's pre- and post-training experience while receiving care, and the development of a pre/post-training assessment mechanism for stakeholders.

Developed in collaboration with Université Laval (School of Social Services and Nursing Faculty), training could initially be offered as a pilot project to various stakeholders and health professionals at Jeffery Hale-Saint Brigid's, grouped with the CIUSSS de la Capitale-NationaleÌý and an institution appointed to offer a vast range of services in English in the region. Consequently, this training may be accredited and thereby, could be offered as ongoing training units to all CIUSSS de la Capitale-Nationale employees, or could be shared with other regions looking to better serve their English-speaking population.

Finally, it is hoped that this initiative may contribute to reducing inequities in terms of health, and in so doing improve care accessibility, quality and safety.

Region 05: Estrie

Townshippers Association Inc. Estrie Region

Estrie Region Health and Social Services Human Resources Development Project

Project Length: 2014-2018

The Health and Social Services Human Resources Development Project offers a unique opportunity for bilingual students and professionals in the fields of health and social science to discover the Eastern Townships region in Quebec, while supporting the growth of regional access programs for English-speaking minority language communities.

Through this project, Townshippers' Association will continue to collaborate with institutions and organizations in the Health and Social Service sector in the Estrie region to help increase their understanding of and ability to respond to the particular needs of the English-speaking minority language community. This will include a cooperative effort to recruit and retain English-speaking bilingual health and social service professionals in the region.

More specifically, Townshippers' Association's Estrie Network will:

  1. Help the institutions and organizations in the HSS sector adapt existing recruitment policies in order to encourage the recruitment of English-speaking, bilingual professionals;
  2. Assist in the recruitment of English-speaking, bilingual students to the Estrie region and work to ensure a successful completion of their field placement with a local HSS provider;
  3. Work with recruits to secure employment in the region following their internships;
  4. Assist in the development of long-term collaborations and partnership agreements between the teaching institutions and the Estrie HSS network in an effort to bring continuity/consistency to the recruitment and retention of English-speaking, bilingual professionals in the region;
  5. Promote the positive aspects and benefits of living in the Estrie region of the Eastern Townships;
  6. Work to increase the return of Estrie born professionals following the completion of their studies.

Region 06: Montréal

African Canadian Development and Prevention Network (ACDPN)

ACDPN would like to develop and implement a Health and Social Services Career Information, Mentorship and Internship Program that will focus on promoting careers in the health and social service domain with students in the Black English-speaking community.

ACDPN will begin by educating high school students on the opportunities that exist in the field, we will develop a mentoring initiative that will pair students with professionals in the domain and last we will offer internship opportunities within our programs to those currently pursuing their studies in the health and social services sector at the cegep and university level.

ACDPN has been focused on access to health and social services in the Black English speaking population as one of their principal mandates. Over the past few years, a rise in child poverty and family violence have led to an increase in the need for services for children and families. This trend is the same within the black community. We believe that in the long term, increasing the number of Black English speaking professionals in the field would bridge the gap between the institutions which offer support services and the members of community who need them.

With this career program, we want to encourage students in our community who have an interest in health and social services or who are currently pursuing their path. We want to support them by providing the tools they need to create a solid career plan, by connecting them to the social work professionals in their community, and finally by offering internship opportunities at ACDPN. We also hope to pique the interest of those students who may not have considered social work by promoting the benefits, rewards and opportunities of the field.

Health and Social Services Career Information, Mentorship and Internship Program will be offered to Secondary students III-V, CEGEP and university students in the Black English speaking community in Montreal. Through this program, ACDPN will support those students to achieve their career goals and offer them an opportunity for them to give back and support their communities in return.

Responding to an earlier Senate report the federal government in 2007 began the process of developing a mental health strategy.Ìý This culminated in a report in 2012 detailing strategic initiatives to change mental health engagements within Canada.Ìý Despite increasing awareness and a decrease in stigma, mental health is still an area with little support.Ìý This is surprising considering that concerns are growing that mental health is increasingly playing a role in isolation, homelessness, reducing sense of belonging and social integration.

CCS recognizes, through its work with several community partners, the solutions in the mental health arena are scarce in Montréal.Ìý Again this is surprising considering that Æ»¹ûÒùÔº stands out as one of Canada’s premier institutions for mental health medical and clinical education through its vast hospital and clinical networks.Ìý Yet Montreal’s English-speaking community is under–resourced as community groups deal with limited mental health resources. ÌýIndeed, there is a need to develop efforts to bridge this gap between the community, clinicians and partners in this sector.Ìý This project proposes a structure whereby our CCS Network and Partnership Initiative (NPI) can help to bridge this gap.

Initial engagement in the project will be focused around creating a partnership table under mental health.Ìý Partners will have had some in-depth experience or expertise in a mental health area.Ìý Two meetings are planned.Ìý Based upon these series of meetings, CCS will collect data and partner resources and areas of concern in the mental health fields.Ìý This will culminate in a 15-pages report that will be uploaded to the mental health landing page on CCS website designated extension.

2016-2017 will be the first year of a two-year initiative to determine placements and ultimately jobs for students in the health sector of Montréal area CEGEP’s and universities.Ìý These bilingual and/or trilingual students will be encouraged to consider placements in mental health institutions or supporting community organizations.Ìý Montreal is a magnet for health and social service candidates filling roughly 66% of the entire province’s health job opportunities.

Nonetheless, lack of awareness, coupled with a general stigma of mental health, still present a challenge for recruitment and selection in this project.Ìý We expect to understand more about challenges of placement in this area through a pre-survey and a post-survey for all students we engage with.Ìý Though we expect to have 22 placements within 2 years through this grant, we will aim to have interview records of 40 students considering placements through the Sud-Ouest of Montreal.

The East Island Network for English Language Services (REISA)

English, an Asset! will help increase retention of English-speaking Health Professionals in Montreal's East end through 3 specific means:

  • encouraging English-speaking youth to undertake careers in health professions;
  • providing opportunities for English-speaking students to contribute their linguisitic abilities and theoretical understanding gleaned from coursework within healthcare settings and complementary community services;
  • providing opportunities for bilingual English-speaking students to acquire ease and comfort in working in a Francophone setting while contributing their ability to offer complementary health and social services in English to the local community.

The main outputs of the project will be to:

  • Develop a Partnership Recruitment/Retention Plan and collaborate with the CSSS and educational institutions for the placement of bilingual students in disciplines which reflect the existing recruitment needs and English-language access programs of the local health establishments.
  • Taking into account changes that may occur within the framework of Bill 10, we plan to assist human resource and communications agents of four partnering CSSS' to develop and implement a bilingual staff recruitment strategy to recruit job applicants able to provide services in both English and French.
  • Develop Community Sector Student Placements
  • Collaborate with community organizations in developing and accessing community placements in specialized fields such as: youth with special needs, seniors with reduced mobility, youth at risk, and addictions.
  • Develop student placement opportunities in local private sector health facilities: Local community pharmacies and rehabilitation clinics

The Outaouais Attraction and Retention Project for Health and Social Services Professionals

Project Length: 2014-2018

Connexions Resource Centre’s project aims to improve access to health and social services by developing strategies that support and encourage English-speaking health professionals to work in Outaouais health and social services institutions.Ìý The strategies designed to achieve this overall objective are based on recommendations from a study conducted by Connexions in 2014 and involved a number of stakeholders from the health, education, community sectors as well as English-speaking students and graduates.

The key activities are:

  • Collaborate with the health and social services institutions so that the project’s activities align with regional human resources priorities and address the needs of the English-speaking population;
  • Strengthen links between health and educational institutions to ensure effective recruitment and retention strategies targeting English-speaking students and graduates in the health sector;
  • Develop innovative and creative activities and tools that encourage English-speaking high school students to consider career paths in the health sector;
  • Facilitate access to information on health careers and employment opportunities in the Outaouais;
  • Effectively promote and manage the Æ»¹ûÒùÔº Bursary Program;
  • Facilitate the integration of health and social services graduates in Outaouais institutions, and:

Neighbours aim is to enhance access to health and social services in English within the Abitibi-Témiscamingue region (08) in accordance and collaboration with pre-existing programs and projects such as Networking Partnership Initiative, Neighbours Health Committee, Access and Advisory Committee, Adaptation Program, and Language Training.

Focus will be on:

  • Building and strengthening beneficial partnerships and strategies that will lead towards improving the recruitment and retention of health care professionals who can provide and deliver services in English.
  • Endeavouring to improve access to a full range of health and social services in English through measures designed to build and maintain a sufficient complement of health personnel capable and willing to provide services in English.
  • Working with institutions to help implement local, regional, CSSS, ASSS and MSSS priorities specific to services in English.
  • Mobilizing stakeholders to the issues of language access (Act respecting health service and social services regarding the right to English-speaking clients in Quebec) , and building relationships with public health partners as well as partnerships with community partners, health professionals, and educational partners.
  • Developing, producing and distributing promotional tools and activities that focus on recruitment of students into the health field, retention of students in current health studies throughout the province and maintenance of actual (new) graduates.

North Shore Community Association (NSCA)

The overall objective of this project will enhance access to health and social services in the English language within the North Shore region (09).

The North Shore Community Association (NSCA) will focus on maintaining and strengthening of partnerships, and developing strategies that will lead towards recruitment and retention of health and social service professionals on the North Shore.

This project will aim towards the following objectives:

  • To help English-speaking youth to build a career vision and pathway by enhancing school programs through career awareness workshops in local schools
  • To build community and regional partnerships with key stakeholders to enable future sustainability of career development elements for English-speaking youth
  • To promote career awareness among English-speaking youth to increase career development opportunities and informed career choices leading to post-secondary/vocational studies and/or the workplace
  • Engage key stakeholders within local communities/regions to form productive partnerships that lead to sustainable efforts for youth career development.

Retaining and Maintaining Health and Social Services Professionals on the Lower North Shore

Project Length: 2014-2018

Through the Æ»¹ûÒùÔº Retention Project the Coasters Association aims to enhance access to H & SS in the English language on the Lower North Shore by improving the recruitment and retention of English-speaking H & SS Professionals.

This will be accomplished through the obtainment of the following objectives:

  • Establish and maintain an education network that will develop and implement a Retention Plan for the territory. Priority areas of this plan:
    1. To support CSSS in development of a training program at the CSSSBCN aimed at retaining the number of professionals serving the population (i.e. language training, professional development, etc.);
    2. To explore the possibility of expansion of professional development training opportunities in the region modeled after pilot training program "Formation continue en support à la pratique infirmière en region eloignée au Quebec" aimed at retaining health professionals;
    3. To support the development of a support system and intern integration system aimed at retaining the number of professionals servicing the population (i.e. buddy system, etc.);
  • Support the implementation of the bursary protocol and incentive system;
  • Develop and distribute marketing tools to Æ»¹ûÒùÔº and other post-secondary institutions that offer health and social service programs to promote the CSSSBCN and the benefits of living and working on the Lower North Shore;
  • Support health institutions in establishing a sustainable intern structure.

Region 11: Gaspésie-Îles-de-la-Madeleine

Committee for Anglophone Social Action (CASA)

Project Length: 2014-2018

In rural areas, such as the Baie-des-Chaleurs, the task of promoting careers to youth in general is one of significant challenge. With the lack of accessible post-secondary orientation and counselling resources, CASA plays an instrumental role in orienting Anglophone youth between the ages of 12-17 under the scope of future preparedness.

Over the next few years, CASA will aim to attract youth toward investigating the potential job opportunities within the Health and Social Service sector in the area. A series of Study Tours will be organized and interested Secondary III students will be able to engage in conversation with someone working in the health sector in the form of a career informative interview. In addition to this effort, CASA will promote job opportunities and trends through interactive group chat sessions with youth in Secondary IV interested in a health profession and a guest speaker who currently works in the health domain in the area.

CASA will also develop and maintain an information source for the English-speaking population over 18 years of age to promote health-sector training and retention incentives for current students pursuing an education in health, not to mention those also looking to relocate to the Gaspesie region.

The promotion of the Health and Social Services Community Leadership Bursaries will continue to be a focal point for community renewal and accessibility to health care in English. It is CASA's standpoint that the health field be promoted for the exciting, ever-changing and meaningful life service for which it is. This promotion must occur for the younger generation by providing interesting presentation and communication approaches that are encouraging and relatable.

By creating activities recognized by our target audience as the "Healthway" series, our efforts will be recognized and transferrable to the public, and amongst peer groups.

The goal of the project is to have bilingual workers at our local health and social institutions by guiding bilingual students into this field of study; by ensuring that all the necessary resources are available to meet these objectives.

Through collaboration with our current health and social service system partners and educational partners, and with the development of new partnerships, strategies will be developed. These strategies will ensure retention of bilingual workers in the health and social services field. Vision will also collaborate with our partners to support recruitment activities for bilingual workers in the health and social services field.

A section will be added to our website devoted to retention and recruitment activities. This will assist bilingual students and workers involved in the health and social service field. The section will provide easy access to bursary programs, internship opportunities, job placement opportunities etc. The result at the end of this four year project will be an increase in the number of bilingual staff working in the health and social service field.

Agape’s retention project aims at creating awareness of the needs of the English Speaking Community of Laval, increase understanding and promoting careers in the health and social services area through collaboration with various key partners. With Agape’s current partnerships the expansion of these partnerships will be sought, in quantity and quality. In doing this, Agape and the English speakers of Laval will have a better sense of belonging and more of a stake in their broader community.

These partners include le Centre de Santé et de Services Sociaux de Laval (soon to be CISSS), Sir Wilfrid Laurier School Board and public and private high schools such as Laval Liberty High School, Laurier Senior High School and North Star Academy (private) High School as well as Competency Development Centres of Laval.

Region 14: Lanaudière

English Community Organization of Lanaudière (ECOL)

Lanaudière Health and Social Services Bilingual Human Resources Project

Project Length: 2015-2018

Over the next three years, ECOL proposes to work in partnership with the health and social service sector and other partners to promote this field of study to bilingual youth and women in the region, and to offer opportunities for health care professionals already employed in Lanaudière establishments to practice their English language skills. This proposal includes activities of promotion with schools, active participation on various committees and initiatives related to employment and retention of young workers in our region, and English conversation groups within the establishments. ECOL also proposes to promote and manage the bursary program.

The objectives are:

  1. To encourage young people to consider a career within the health and social service sector;
  2. To encourage women who are entering or re-entering the labour force to consider a career within the health and social service sector;
  3. To promote career opportunities in the health and social service sector within the region;
  4. To sensitize the health and service sector to the importance of recruiting English-speaking professionals;
  5. To increase English language skills of health and social service personnel;
  6. To encourage youth to return to live and work in the Lanaudière region once their studies are completed.

4 Korners Family Resource Center

Attracting new English-speaking students, interns and medical professionals to the Laurentians via the promotion of information and resources for health and social services in English.Ìý

Project Length: 2014-2018

The project aims to hire a health and social services Navigator whose purpose would be to attract, provide adequate support and retain English-speaking health care professionals, and interns. The Navigator would oversee the 4 Korners' project as part of the Æ»¹ûÒùÔº Retention Program. 4 Korners oversees the NPI network, known as the Laurentian English Services Advisory Networks, and is therefore well placed to communicate the needs and priorities of the English-speaking Community to the institutional networks that create internships and hire interns and new health professionals. The hope is that this will lead to the creation of internships for English-speaking and bilingual students in the Laurentians and an understanding of the importance of their integration into institutions.

4 Korners will begin a promotional campaign with a focus on attracting English-speaking health professionals, interns and students to work in the Laurentians, building on the strong foundation laid in the past year via a newly updated website which features a more accessible career section. Revising and republishing 4 Korners' English-language service directory booklet is seen as a useful part of the project.

This project takes a slightly different orientation from the 2010-2014 Retention Program which was developed and put into action by 4 Korners, by including a health and social services Navigator dedicated to attracting and retaining English-speaking interns and health professionals.

Over the next three and a half years, ARC proposes to work in close partnership with a number of partners (public health institutions, community organizations and Riverside School Board (RSB)/New Frontier School Board (NFSB) to foster an environment suitable to promote internships and careers in the health and social services sectors, as well as youth retention in the regions of Montérégie East, Centre and West for bilingual English-speaking students.

Our proposal includes:

  • promotional activities with schools (meetings and video-conferences between high school students and health professionals, development and distribution of promotional tools, open door activities)
  • active participation to various regional committees and initiatives related to local/regional employment
  • activities to facilitate the social integration of interns

Monteregie-East Region Health and Social Services Human Resources Development Project

Project Length: 2014-2018

The Health and Social Services Human Resources Development Project offers a unique opportunity for bilingual students and professionals in the fields of health and social science to discover the Eastern Townships region in Quebec, while supporting the growth of regional access programs for English-speaking minority language communities.

Through this project, Townshippers’ Association will continue to collaborate with institutions and organizations in the Health and Social Service sector in the Montérégie-East region to help increase their understanding of and ability to respond to the particular needs of the English-speaking minority language community. This will include a cooperative effort to recruit and retain English-speaking bilingual health and social service professionals in the region.

More specifically, Townshippers’ Association’s Montérégie-East Network will:

  1. Help the institutions and organizations in the HSS sector adapt existing recruitment policies in order to encourage the recruitment of English-speaking, bilingual professionals;
  2. Assist in the recruitment of English-speaking, bilingual students to the Montérégie-East region and work to ensure a successful completion of their field placement with a local HSS provider;
  3. Work with recruits to secure employment in the region following their internships;
  4. Assist in the development of long-term collaborations and partnership agreements between the teaching institutions and the Montérégie-East HSS network in an effort to bring continuity/consistency to the recruitment and retention of English-speaking, bilingual professionals in the region;
  5. Promote the positive aspects and benefits of living in the Montérégie-East region of the Eastern Townships;
  6. Work to increase the return of Monteregie-East born professionals following the completion of their studies
