Program Requirements

Ce programme de développement professionnel est conçu pour le personnel parlementaire de rang intermédiaire visant à être promu aux échelons supérieurs de l’administration parlementaire. Le curriculum repose sur les meilleures pratiques internationales et leur mise en œuvre dans des cadres parlementaires de cultures et de régimes politiques variés. Alliant théorie et pratique, le programme a recours à une méthode d’enseignement combinant cours en classe et formation en ligne. En offrant au personnel parlementaire les outils leur permettant de devenir la « mémoire collective » du Parlement, le programme contribue à créer l’Assemblée législative de demain.

Ce programme, offert en anglais, doit être terminé en deux ans.

  • CBUS 244 Current Trends in Parliamentary Administration (3 unités d'EP)

    Affaires : This course provides an overview of democratic principles, core functions of parliament, parliamentary procedures and practices, as well as current trends and issues in parlimentary administration. Each participant will be assigned a mentor, who will be available for consultation and guidance throughout the entire program.

    Affaires : This course looks at the system of rules, processes, procedures and regulations through which decisions on financial resources are made and implemented.The course aims to provide a basis for better understanding of core concepts, objectives, and issues in public financial management (PFM) as they relate to the functions of the legislature. Particular focus is placed on how PFM impacts three levels of budgetary outcomes: aggregate fiscal discipline, allocative efficiency and operational performance.

    Affaires : This course provides an introduction to the importance of research and policy analysis in the legislative process, the role of staff in the formulation of policy and legislative proposals, the differences between legislative and academic research, the role of information and document management systems, encryption and security techniques used to protect sensitive parliamentary information, as well as use of social media in parliamentary context.
